I am unable to run this on any of my windows systems

If you want to update to v1.1.0.7 you need to install v1.1.0.0 first. To do so you can download v1.0.0.0 from the Kawasaki FTP server (ftp.kawasakirobot.de/Software/KIDE/), install and update to v1.1.0.0. Then you're able to apply update 1.1.0.7.
